i've been here for 4 years and 2months in japan . do i have the chance to get a permanent visa now.

If you are you married to a Japanese national, have fully completed a stay on a 3-year visa and have a decent job, your chances are good that you can get the permanent residence. If one or more of the above is not true, then your application will likely be unsuccessful.
