MPH with full scholarship

I want to study for MPH in Japan, but no funds. Please advise what are the ways to receive full scholarship. Do I need to contact Professor/Tutor in advance so that he/she could guide me through and sets through the requirements? What are the chances to receive scholarship? Please advise.
