There is New Zealand beef jerky for sale in my local international supermarket in Tokyo. I used to work for a duty free store in New Zealand and we sold a lot of beef jerky to Japanese tourists, however it was all certified by MAF and we had to record a serial number as we sold it. A friend of mine also brought NZ steak to Japan- it had been certified and checked by MAF and Customs.

Provided it is MAF certified you should be able to bring it into Japan- you should declare it at Japanese Customs. Otherwise meat products are not allowed.
