Can the Japan Rail Pass be used for loacal bus travel inside cities in Japan?

Most of the cities, like Tokyo, Kyoto, Osaka etc, local bus services are operated by companies not JR.

Yes, the Japan Rail Pass can be used on local JR buses, but, as John mentioned, there are not many local JR bus lines in Japan. Most local buses are operated by companies other than JR.
