Kanagawa language exchange center?

I moved from Kobe to the Kanagawa area recently. In Kobe, there's a language exchange center where you could take Japanese lessons (for free!) and they also have a message board where you can post your info and meet new people.
I was wondering if there was anything like that in the Kanagawa area. Thank you!
