How do I say:

"Can I practice Martial Arts on the rough?" in Japanese.

You might want to wait till a native Japanese spealer turns up, but I wuold say something like:
屋上で武道の練習をしてもいいですか？
Okujou de budou no renshuu wo shitemo ii desu ka?

Although rather than using the general term "budou", it would probably be clearer if you inserted the name of what exactly you intend to practise.

So...

屋上で　Kung Fu　練習をしてもいいですか？

What does "moii" mean? I hear it a lot.
