35,000 yen sounds low to me for Kyoto. That is more of a dormitory price, i.e. sharing the room with at least one other person.
For your own room in a "gaijin house" you would probably be looking at about 50,000 yen up, more for an actual apartment with private facilities.

http://www7a.biglobe.ne.jp/~greenpeace/The dormitory there is just 26000 a month. I currently reside here in a private room (slightly more than 40000 a month) and I can recommend it. It's of course very simple, but you have a quiet neighborhood, a good kitchen and a very nice manager. It's in the north of Kyoto, so going by subway (chikatetsu) takes about 15 to 20 minutes to the most important stations
