Hi, saw from this page that it's open to public on 23 Dec. http://www.japan-guide.com/e/e3017.htmlCan a gaijin visit the palace that day? Do I need to get a ticket or pass? Is there anything interesting to see in the palace? Will we be herded to a fixed open place and restricted? Or can we actually see the inside of the building? Thanks for any advise you can share =)

Yes, anyone can visit, foreign nationals included. You don't need a pass. Just follow the tens of thousands of other people going to the same place.
Yes, you will be herded to an open place where you will see the Emperor and Empress wave from the balcony. As far as I know it is only part of the grounds that are opened, not the palace itself. Bring warm clothes and a tolerance for large crowds.
