Do you mean for a Japanese person, or for a foreigner coming over to work in Japan?

15 or 16 2007/11/2 11:27
You can work as soon as you finish compulsary education which is up to junior high school. So generally speaking, you will be either 15 or 16 to work legally.

Depending on the work done it appears that you can work part time as young as 13 yrs old. Child actors fall under different rules and can work at a younger age. Typically though, as Uco said, you can work as soon as you finish Junior High School which means you will be at least 15 years old. However, if you go to high school you may not be allowed to work depending on your high school's rules.
