To give you an idea I list the depth of snow for the two countries for November 30 of past years:

Sapporo:
2006: 10 cm
2005: none
2004: 16 cm
2003: none
2002: none
2001: 21 cm
2000: 35 cm

Asahikawa:
2006: 18 cm
2005: 7 cm
2004: 18 cm
2003: none
2002: 20 cm
2001: 11 cm
2000: 31 cm

I don't have the snow statistics for Lake Akan, only for Kawayu near Lake Kussharo, which is also located in Akan National Park. Kawayu's elevation is lower than that of Lake Akan, so you probably have a little bit more snow at Lake Akan than in Kawayu.

2006: 0 cm
2005: 5 cm
2004: 0 cm
2003: 0 cm
2002: 17 cm
2001: 2 cm
2000: 14 cm

For nearby Muroran, which is directly at the ocean and on a slightly lower elevation than Lake Toya (receives less snow than Lake Toya):
2002-2006: none
2001: 1 cm
2000: 3 cm

For Otaki, close to Lake Toya, but on a considerable higher location (200 meters higher):
2006: 1 cm
2005: 7 cm
2004: 9 cm
2003: 0 cm
2002: 4 cm
2001: 24 cm
2000: 14 cm

It's been snowing in Niseko for about a week or two now. Nothing heavy though and the ski resorts won't be open until mid december.

Ben, what people are trying to say very politely is that you should be able to find out the answers to your questions on the internet and in the Japan-guide site.
In general places that do get snow every year don't have that much snow yet in November (unless at very high altitude) which is why mosts winter resorts open in December.. best time for snow is often in January, February ..
they don't have Winter Olympics in November do they?
