Where I'm at in Kabukicho there's this strange place called Angel Kiss Lingerie Bar, paid by the hour. Is it safe to go in?

Sounds like a hostess club to me. Should be safe except for your wallet. Be prepared for expensive cover charges and unlisted drink prices, and don't expect a bill of anything less than 10000 yen.
