Your post is rather vague...are you in Japan already? If so, then yes. You can only purchase a voucher outside of Japan. Then you exchange the voucher for a Rail Pass once you get there.
I had bought mine less than a week before my trip, so if you haven't gone yet, you should be able to get one. Well, if you have access to a place than sells them, of course.

If you are already in country then you all is not lost. A full JR pass cannot be bought in country but you can get some of the other regional passes such as the JR West and JR East passes.
