I want to send an email and jpg attachment to a Japanese friend's mobile phone email account. Will he be able to view the attachment at all?

It depends on the model phone. Most can but some are limited by the file size that they can display. Only way to find out is to try.

Saus,
I think most people can receive images as attachments with no problem. Just keep the image fairly small - something like 320x240 is usually fine.

My phone will display some photos as attachments but not others- for some reason it won't display photos sent from Docomo phones.

My cheap softbank phone seems also to have problems with pohots sent from other phones.
Additionally, it sometimes cuts long mails after 300 or so characters. :(
