Japanese phrase translation help please?

I was wondering if anyone could help me understand what the phrase 「それ以上でも以上でもない。」means. It seems to be a somewhat common phrase, but the closest I can get to what it may mean is something like, "That's not all."
In case it helps, the context I'm seeing it in is someone is talking about this other guy, saying "He's my very close friend." Then he says that phrase.

それ以上でも以上でもない。

It's/he's nothing more, nothing less (than my very close friend). (= He is truly a very close friend of mine.)

Are you sure it isn't "それ以下でも以上でもない", which is how AK also translated it?
I don't think the phrase as you wrote it exists.

Oh gosh, you're right. The phrase was supposed to be 「それ以上でも以下でもない。」 Now it makes a lot more sense.
