I wanted to call japan, the country code is 81 and toyko city code is 3 but i have this number : 080 xxxx xxxx Is it cell phone or house phone? Area is Tokyo - nishi kawakuchi Many thanks

Just to note that, if you mean Nishi-Kawaguchi, it is actually in Saitama, not Tokyo.

"070-65XX-XXXX" is it a cell phone or land line number?
It's a mobile phone number. 070, 080, and 090 are mobile numbers.

Could those three prefix then be for any/every where in Japan?
Yes. I think 070 is primarily (only?) used by Willcomm phones, but could be for a user anywhere in the country.
