i'll have 8 hours layover at narita airport and just wanted to know how much it will cost me to get out of the airport and visiting their country for a few hours. do they charge both way in and out?

It costs nothing! Unless you come from a country that requires you to apply for a visa before entering Japan. Then a small visa application fee applies. You would have to do this before coming to Japan.

there is an airport usage fee of about 2000 yen. it is usually included in your ticket price which maybe why people say it's free.

Sure, there is an airport tax, but that has to be paid whether you get out of the airport or not. Getting out of the airport costs nothing.
