I wonder if the above really reflects what the original poster wants to say? The above poster's sentence says: "Do immigrants have to learn ENglish?"
If the original poster wants to say "Should there be a requirement (by the government, for example) for immigrants to learn English?" or "Should immigrants be required to learn English?" (like asking for public opinion, etc.) then I think it should be:
- Imin niwa Eigo wo manabu koto ga motomerareru beki deshou ka?
(Here I translated "immigrants" as "imin.")
