I will be in Tokyo on January 1. Will the Tokyo Metropolitan Government observatory be open that day? I checked the guide and it says it will be closed between Dec 29-31 and Jan 2-3 and just thought it's a bit odd that it opens on Jan 1 and not on the following two days.

It is just as written on the Shinjuku page: closed from December 29 to January 3, except January 1, when it is open from 7:30 to 17:30 to the general public and from 5:30 to 7:30 to a selected 600 persons with successful applications to view the first sunrise of the year.

It is one of the best (and obviously cheapest) places to view Mount Fuji from Tokyo. Viewing Mount Fuji on New Year is a popular thing.
