Is there any company in Japan that will hire an American Seiyuu if they are fluent in Nihongo?

If you want a truthful answer, the answer is probably no.

The companies would most likely hire a domestic Japanese person to do voice acting in Japanese.

However on the flip side if you are really fluent in Japanese you could probably get some job in translation in your home country for imports of Japanese items.
