Bu,
By "English encoder" do you mean "translator"? Freelance translators often work from home. Check out the job listings on the web or in the Japan Times etc for details of what jobs are available.

When you say "work at home", do you mean to be in Japan and doing work like online marketing/data entry/etc. and stuff like that?

Bu, I wish you luck on the job lists, but don't be discouraged in case it isn't easy getting a job, because that's how it is.
For example, getting started as a translator to work at home is quite difficult at the beginning unless you have good connections or special skills. A lot of people either start by becoming in-house translators or by helping friends who are already doing professional work.
Probably one of the easiest home jobs for a non-Japanese is to teach language. Unless you charge a large amount of fee, you can simply put an ad at your local bulletin board or one of the internet classified sections, and students-to-be may respond.
If you can clarify the reason you wish to work at home and the skills you have, someone might be able to give you further advise.
