Some schools might do something special if it's a once in a decade anniversary and such, but they try to make it as simple as possible. I think we, who have gone to school in Japan, have the image that school foundation day is designed just to make an extra day off for the students and employees. They usually don't even have a morning assembly that you would have almost every week.

The bigger events you're talking about are held when you enter the school, graduate the school, sports day and the autumn school festival. These are very time-and-energy-consuming both for students and teachers, but is worth the effort, and is usually held during a pleasant season when it's easier to move around.
