It means "Okay, I'm off now, bye", meaning the person is leaving but will be back at some point. People say this when they leave the house for work or school in the morning, although "itte kuru" is very casual.
My husband says that when he leaves for work, but when I stay at my host family's house I would say "Itte kimasu" because it's more polite.
