In Yuki matsuri, my japan friend cannot go to Hokkaido due of work. And my Thai friend want to go instead of her. but I wonder he can? Domestic flight in Japan, can another person on board other than who apply ticket? Since this is at-least-28- days-in-advance ticket, can I change apply name, or just on board with other person. Thanks in advance

Though it is not impossible for others to use the ticket, it is illegal.
When boarding, you are asked to pass your boarding pass to ground staff so that they can put it into the machine. If the name on the ticket is one of Japanese and your Thai friend does not look like a Japanese, I think he/she will be stopped and kicked out.
