Does anyone know whether the passenger cruise terminal of Kobe has a takuhaibin service center? Or, does anyone know where the nearest such facility would be to theport? I can't find the location of any delivery service in Kobe.

I assume you want to send your luggage to the port terminal. There's no takuhaibin center at the port but individual cruise operator has its own address for sending. (ex. China Express Line has its own address on its website) Check the website of your cruise operator or ask them directly.
