MY wife & I will be in Tokyo in November this year & I was wondering what shops, services etc will be open/operating on Culture Day, please?

Apart from Tsukiji Fish Market and maybe a few other exceptional places, everything will be open. In Japan, everything is open on national holidays (except January 1), because this is when people have the time to go out and shop and sightsee.
