i am a canadian journalist traveling to japan to experience cherry blossom viewing for a story in a local magazine. I will arrive on April 26th, so I can only hope to catch the bloom in hokkaido. Any suggestions of which parks i should travel to in order to be among many people, picnics, drinking, etc? I will be traveling by train with a rail pass. any suggestions are appreciated. Yoroshiku onegaishimasu!

April 26 is too early for Hokkaido. You have a better change in northern Tohoku. The Tohoku's three most famous cherry blossom spots are Hirosaki Castle, Kakunodate and Kitakami.
