When is the best time to see Sakura around Kawakuchigo Lake for this year 2008?
It is about the same time as Tokyo? March 27
or is it later than Kyoto cherry blossom?
Please kindly suggest

Lake Kawaguchiko is at an elevation of 1000 meters above sea level. Therefore, the cherry blossoms bloom a little bit later than in Tokyo. In the average year (2008 is forecast to be average), the best time to see cherry blossoms around Lake Kawaguchi is in mid April.

If I plan my trip like this, do you think I can have a chance to see Cherry Blossom (full booom) through out my journey?

Yes, if the forecasts are accurate, then you will likely have a trip with lots of cherry blossoms.
