Fastest route from Morioka and Towada-ko

I have a JR Pass. Please tell me which is the fastest route between Morioka and Towada-ko: (a) Morioka to Hachinohe and then by JR Bus toTowada-ko? or (b) Morioka to Towada Minami and then by JR Bus to Towada-ko?I shall be making the trip on 20-Apr and I can start as early as 8:00am and depart from 14:00pm.Many thanks.

because JR-BUS from towada-minami to towadako was ended at 31/Mar/2003.
