Have anyone stayed at either hotel before?

How would you rate the hotel in terms of
(1) location
(2) cleanliness?

I assume you are talking about the hotels in Ikebukuro. They are operated by the same company, so the standards are the same at each hotel and there sould be no problem with cleanliness. I stayed at the Hotel New Star because the single room was a little cheaper there, although I think the Star Plaza is nearer the station.

Personally, I now prefer to stay at Toyoko Inns, they have two locations in Ikebukuro:

but I would normally stay at the Otsuka 2 location, one stop east on the Yamanote line as it is a much quieter station and area:

Ya, I'm taking abt the hotels in Ikebukuro.

It's down to these 2 hotels for me as Toyoko Inn is fully booked during the period which I'll be in Japan.

Is the area which these 2 hotels are situated at safe at night for 2 girls?

There is a bit of a "red light" area, but you should not have a problem, especially if you are together. This has been discussed on here many times before and the consensus is that you don't have to be concerned.
