Initally I had plans to fly to Osaka on the 23rd Nov. Would I get caught with shops closed? Is it better to delay it by 1 day? And because 23rd Nov falls on the Sunday. Is Monday a public holiday?

All shops and tourist sites are open on Sundays and national holidays, as these are the busiest days.
And because 23rd Nov falls on the Sunday. Is Monday a public holiday?
Yes, but everything will open, as described above.
