I'm a highschool student In America, 18 years old and about to graduate. I've been wanting to move to Japan for a long while now, I'm hopping to get a ''Fine Arts' Degree at a Community College, and shoot for an associates. I just need some help along the way with where to get.. proper language tutoring, and.. maybe a way to even visit with a Japanese family sometime..

Senritsu,
If you are really serious about moving to Japan other than just for a short stay, I would suggest you slog it out and get a university (bachelor's) degree. As an American without a degree, your options will be *extremely* limited.
