しちゃった ＝ してしまった
稿 refers to "a manuscript" or "a version of manuscript." I cannot tell without any context, but it would be either "(unfortunately) I've postponed/delayed the eighth version of the manuscript" or "(unfortunately) I've postponed/delayed eight manuscripts (to come)." The second possible interpretation is assuming that this person is someone who writes a series (of stories or cartoons) and due to some problem decided to postpone some future parts of the on-going series, or something like that.
