Will my JR Pass be useful for travel from Tokyo to Tobe and from Toba to Nagoya? I understand that the Kintetsu line is private. What is the best way?

The JR Pass is only valid on "JR"/Japan Railway lines.

Kintetsu line is part of Kintetsu railways therefore it is not valid on Kintetsu trains.

Yes you can get to Toba only JR trains:

However you have to pay an additional fee for a small section along the way.

This means that I will travel from Tokyo to Nagoya and then travel as the link you provided instructs - is that right?
Just want to be sure I understand.
