Had read the information regarding the said JR pass,I have few question regarding this,
1)is JR office in Narita airport selling this type of pass ?
2) is this pass cover Narita airport to hakodate or only from tokyo to hakodate sector?
3) is non- japan citizen eligible for this pass ?

The pass does not exist anymore! Instead there is the "Aomori Hakodate Free Pass" (29,100 yen for 7 days) and the "Akita Odate Free Pass" (28,100 yen for 7 days).

If you are a foreign tourist, the nationwide Japan Rail Pass is the better offer. The JR East Pass comes even cheaper, but it is not valid on Hokkaido (Hakodate).
