Vicker,
Shops, restaurants, and tourist sites are normally open on national holidays (except New Year), as these are the busiest times of the year.

The Kyoto Imperial Palace is opened to visitors too? I've read on this guide that it can be visited only on a guided tour and, as no guided tours are held during the national holidays, I presume there's no way to get into the Palace on April 29th.

I was talking in general terms, but the Kyoto Imperial Palace is a special case, and is not open on national holidays.

Vicker, You cannot "get into the Palace". It is just a walk alongside the outer side of the Palace. If you want to visit a similar building inside, this is Nijo jo, the so called Palace of the Shogun.
