Onii-chan means indeed older brother.

If you're referring to your own little sister, use "imouto", when referring to somebody else's little sister, use imouto-san.

I've never heard somebody addressing their little sister with "imouto" as you can hear with onee-san and onii-san, but maybe that is possible too.
