How to gather Language Exchange pal

If I like to gather international language exchange friends from any nationality in one place, and make Language exchange club, for who they like to have social activity, having fan ,and study some other language,so they can meet new people, and learn about there culture as well.
What do I need to do in Japan

I will appreciated if some one kindly be ready to tell me their idea about it.
