No. I live in Tokyo and bought a bike on the Internet from a Kyoto shop. So the bike is registered in Kyoto but not in Tokyo. I have a Kyoto Registration Sticker on my bike. But Tokyo policemen told me this is ok as long as you can prove you are the owner.
