As you can buy a new bike for under 10,000 these days, it's not very common for people to buy bikes secondhand.

In my area, I can buy a used bike at around 3000 yen. Small bike shops sell new bikes as well as used ones. They also process all the paperwork for you, which is important when buying a used bike.
