I'm moving from my apartment to a new one, and I have to cancel my gas, water, and electric bills (then restart then in my new place). I can't speak Japanese and I don't have any Japanese people around me who I want to ask to help me. Do these companies speak English? Who can help me? What can I do?

You have to try. Nothing complicated about it. But what happened to your guarantor? How have you been communicating with your landlord or the moving company? Can't you hire an interpreter?
