i wanted to know if there are any positions available for civilian personnel inside us military bases in japan? i am a nikkei-jin working here in japan, and very much interested to switch job.

Check with the US government's jobs:

http://www.usajobs.gov/

Enter "JAPAN" as your location.

Note that these jobs are completely independent of Japanese Immigration.
