Do anybody know what it (^ε^) means?

My friends from Japanese always send me the emotion icons from their mobile phones. Is there any information I can get from the web which is useful for understanding these sort of things.

Isn't that just a... face with friendly eyes and funny lips? To me that's just a smiling, friendly face. Something like a :)

Well, this symbol describes someone who is whistling. So it often means that the sender is "in a good mood" or "happy."
At least, this is how I use this symbol.

In my cellphone this symbol has "chuu" after it, which I have been told is a kissing sound like "mwa". You use your lips in a similar way to whistle or kiss, so as above it could be either.

These are sites I found quickly, but I do recall in tokyo, there was a handout in the cell phone brochures for the girls that had a full list of these emoticons in Japanese.

If you're in japan, that's one of the places to start looking.

It's a kissing face. The accompanying sound would be "chuu" like "mwah" in English. My girlfriend does this to me all the time :D

a complaining face too? You know in a Japanese cartoon when someone's complaining, they draw their lips like that "buuuuuu..." or in a drama when someone's complaining? I could be wrong though, but that's what came to my mind...

No, that one is definitely recognised by most people as a kiss, because the eyes look happy. I have an emoji on my phone under the "Angry" category with the same lips, but the eyes are different and it is clearly not a happy face. These eyes: ^^
