I'm pretty sure it should be "Anata wa ryugakusei desu ka?", which means "Are you an exchange student?" Does that make sense?

o be precise, "ryugakusei" is "student from abroad," not necessarily those on exchange program :) "ryugaku(suru)" = to study abroad.
