my spouse was born in Tokoyo Oct 12 , 1948 but we do not know what district and are having problems getting any information

Was she a Japanese national when she was born? If she was not, you need to inquire the officials of the country where her nationality belonged to then.

If she was Japanese, a Japanese national's birth record is not filed at the place you were born. It's included in the ''koseki'' the official family record, and the head person decides where the ''koseki'' should be filed.

Typically the head person is the oldest father or the oldest husband in the family, and typically ''koseki'' is filed at his hometown.

Do you have a clue about any of these? Do you have any idea about what her parents' names are and where their home town is? You don't have to write them here, because it's a matter of her privacy, but that would be the place for you start inquiring. Ask the city hall in that location.

If the location is within the prefecture of Tokyo, for example, there are only 23 wards and several other cities within the prefecture.
