Do anone know last year 2007 in spring march there is a snow due to no snow in winter its true,and the sakura still able to see .

Sakura- no, most likely too early, although there is a chance a few flowers will have opened in Tokyo by March 31st. For snow- where in Japan are you going?
If it's Hokkaido, then yes, most likely you will see snow. In Tokyo, probably not.

snow meant to say, I think "there was no snowfall in the winter of 2006-7 but there was a snowfall in March 2007. Did the Sakura flowers bloom in March?"

We were in Tokyo and Osaka 22-26th March 2007, no sakura, but Nara and Kyoto 27-30th March 2007 were full of sakura..we JUST caught the beginning of it...no snow: in fact very comfortable and pleasant temperature, especially for all the walking..
