Unless it is written that you should not drink it, you are probably safe drinking it. In some areas of Japan, tap water comes with a strong chlorinated smell, though.
In hotels, I personally use bottle water unless there is a sign that the tap water is drinkable.

Tap water in Japan is generally safe, meaning it doesn't automatically give you diseases that come with high temprature and harsh diarrhea like they do in many tropical countries.
However, water is different on every person. I noticed that to some foreign visitors, tap water even at good hotels didn't seem to fit their body. You can always buy bottled water for less than 150 yen per 500ml bottle.
