Prepaid phone question

I have seen that to get a prepaid phone you must be a resident. Does this simply mean no tourists? I will be studying there for four months, and then hopefully doing JET for a year, so having a phone would be nice, though renting is not cost effective.

If you will be studying in Japan for 4 months then you will be on a student visa correct? In that case you will be a resident. Basically any visa that isn't a tourist visa can be considered a resident. The rules imply that you need to be a resident to obtain a prepaid phone; however, it has been reported that softbank stores in roppongi and shibuya will sell prepaids to non-residents.
