I personally spent three fourth of the year 2003 in Japan on three tourist visas (more than 180 days), the first of which I got in December 2002. During 2003, I got two 90-day visas.

So, from my own experience, I can confirm that it is possible to spend more than 180 days in a year in Japan on tourist visas, but I cannot confirm that you can get more than two 90-day tourist visas in a single year.
