National Foundation Day

I know today is a holiday in Japan (建国記念の日). My boyfriend works at a bank, but he said he must still go to work. Is this normal ? I often found he goes to work on holiday. I am from America and it is different here. People working at the bank often have holiday and aren't forced to work. I have a bit of trust issues.

Traditionally bank employees didn't have to go work on days such as national holidays, but with the more recent bank mergers and also with internet banks operating, if someone is ever into system/software development division or into new business projects (something he has to work on to complete to a deadline, rather than being told to show up for meetings, etc.), I can well imagine that they have to do additional work on the weekends.
