Are you wanting a shop that sells only mens' bikini underwear? I very much doubt such a shop exists. If you just want to buy underwear, then any department store- Isetan or Takashimaya or similar if you want brand names and don't mind paying high prices, or Ito Yokado, Seiyu etc for the cheaper end. You shouldn't have to look very far. If you are really wanting to save money, head for the 100 yen shops- even they sell underwear.

Other than the 100 yen shops and Shimamura I found Seiyu (which is totally like Walmart) to be the cheapest. They also have the Japanese version of HOM underwear which my ex liked. Most sizes run small though. Size LL in Japan is close to XL in the United States.

You could order at a Japanese (non-translated) site online, but you have to have a Japanese bank account, Japanese credit/debit card, and a Japanese address for most sites.

After doing some searching, I recommend Monkey see advice for Rakuten. There is a better selection than jshoppers and you can buy in English and get it shipped to the United States.
